Though deregulation is normally introduced to encourage the efficiency and business competition in the market, the earlier deregulation introduced in the state in 2001 resulted in increased electric power prices, and suspension of power during peak times. The State of Pennsylvania continues to offer the rebates through its Pennsylvania Sunshine Solar Program and has apportioned around $100 million to fund the solar photovoltaic and solar thermal projects for small businesses and home owners.
The Pennsylvania Department of Environmental Protection, which supervises the program, informs that the rebates are considered for the applicants who have approved solar projects on a first-come-first-served basis. The program offers households a rebate not exceeding $2,000 for one 10 kW solar PV module and one solar thermal unit. Small business units are encouraged to submit an application for the second unit on completing the installation of the first unit.
