Two EPC contracts (engineering, procurement and construction) for low-sulfur gasoline projects were awarded to ICA Fluor, a joint venture industrial construction company of Fluor Corporation and Empresas ICA, S.A.B de C.V., by PEMEX Refining, a state-owned oil company in Mexico.
The projects amounting to $622 million is part of the country’s clean fuels program.
The EPC contracts involves the installation of the amine regeneration units, the catalytic gasoline desulfurization plants, utilities, offsites and integration including testing and start up for PEMEX’s existing refineries at Minatitlan and Salina Cruz.
Both the refinery projects in Salina Cruz and Minatitlan include catalytic distillation trains capable of processing 25,000 barrels per day, the related amine regenerations units flare and all its ancillary facilities. The expansion projects are expected to be completed by mid 2013.
In order to increase the country’s ultra low-sulfur gasoline production as per the relevant environmental standards, PEMEX Refining has embarked on this clean fuels program. Director General of ICA Fluor, Juan Carlos Santos, said the installed capacity of the company is being maintained through these projects, while supporting PEMX to advance the goals as stated in the Energy Reform bill, which was approved recently. The bill includes growth of engineering capabilities and environmental responsibility in Mexico, Santos said.
